1. Job Objective

  • Establish, develop and manage the Research and Analysis Department of the EDA.
  • Manage a portfolio of political, economic, as well as other files, and be responsible for ensuring timely delivery of high-quality pieces of analysis, briefings, and communication materials.
  • Liaise with political leadership, provide high quality written work and oral briefings on a wide range of issues.
  • Ensure compliance with relevant policies and procedures, as well as quality management of provided products.

2. Key Responsibilities/Duties

Strategy and Planning

  • Build up the range of approaches and methodologies, the range of products offered by the Research and Analysis Department and the audiences targeted with these products.
  • Establish and develop the Research and Analysis Department of the EDA.


  • Provide strategic and operational steer to the team regarding research, on a broad range of international relations topics.
  • Drive and ensure collaboration on agreed topics and initiating ideas for research collaboration and for independent research.
  • Manage the resources and the budget in the Research and Analysis Department and ensure cooperation with the resources of the Academic and Training Department.
  • Contribute to the advisory services for the senior leadership in the UAE Ministry of Foreign Affairs and International Cooperation (MoFAIC) and its partners.
  • Attend symposia, conferences and hearings relevant to research projects, ensure proper summary of content of the relevant events.
  • Oversee lecture series and other Research and Analysis activities.
  • Ensure compliance with relevant policies and procedures, as well as quality management of provided products.

People Management

  • Establish, develop and manage relationships with the relevant departments of the UAE government entities, the offices of the UAE leadership.
  • Establish, develop and manage relationships with international peers.
  • Manage the research team regarding a professional development, setting departmental and individual objectives, as well as performance management.

3. Job Specification


  • PhD in a relevant field, from a world-class academic institution.

Relevant Experience

  • A minimum of 10 years work experience in a policy-making environment, a research and analysis environment, or a leading role in strategy formulation and execution in a public or private sector setting.


  • A proven record of performance in producing high quality and influential analysis.
  • A passion for leading and developing people in a diverse and cross-cultural environment.
  • A strong background in project management.
  • Affinity with the foreign policy of the United Arab Emirates.
  • Ability to work in an environment dealing with sensitive information.
  • Ability and eagerness to work in a start-up environment.
  • Excellent English skills (Arabic is an advantage).
  • Strong, clear and effective communication skills, as well as interpersonal skills.
